The concept
Speech can be protected while the government still regulates when, where, and how it happens—so long as the rules are applied in a content-neutral way, leave open ample alternatives, and fit the government interest. That is a doctrine, not a permission slip to ignore every local rule.
Examples often discussed in educational materials include blocking building entrances, amplifying sound at night, or occupying a working courtroom. Confirm how your city actually writes its codes.
